Business cases provide the assessment and justification for an investment of public money. Proportionate effort should always be used when preparing and developing business cases, commensurate with the level of expenditure and complexity of the proposal.

At our workshops you will be introduced to the new Business Case process introduced by the Department of Finance called the Five Case Model, this will replace the existing IPT process from April 2022.

You will emerge with an improved understanding and enhanced confidence in your practical ability to direct providers to complete their business case in line with your specification and review the case under the Five Case approach. In addition, you will have a better understanding of the internal processes, deadlines, and governance processes surrounding investment decision making and approval as well as the performance management and evaluation requirements. This will be achieved through the provision of not only the underpinning knowledge, but also through practice, as you develop a worked example.

Learning Outcomes

At the end of this programme participants will be able to:

• Develop and review a business case using the new 5 Case Model
• Explain the internal processes, deadlines and governance processes
• Understand the role of respective roles of finance and budget leads and the co-ordination required
• Utilise the 5 Case Model to deliver effective and measurable outcomes for Health and Social Care in NI

Audience

Everyone involved in the preparation, co-ordination, review and approval of Business Cases. 

Method

This ½ day programme will equip all those involved in developing business cases with a better understanding of the 5 Case Model approach to improve health outcomes for the population through better decision making, resource approval, prioritisation, allocation and post review of performance outcomes.

 

Participants will engage in a combination of theory and practical application, via a case study.
